The gold conveys value, as it does on the FBI seal, to denote how much the FBI values the responders themselves, their service, and their sacrifice.

The blue represents justice as it does on the FBI seal. It is a reminder of our commitment to ensure justice is served for all the victims of the devastating attacks.
